KMO’s Praveen Kumar writes Open Letter to Capt. Amarinder against Obituary Reference to KPS Gill

Chandigarh: Khalra Mission Organisation (KMO) activist Praveen Kumar has shot off a letter to Punjab CM Amarinder Singh in which he has strongly criticised him for his recent display of condolences to the “Butcher of Punjab” KPS Gill in the legislative assembly. Praveen Kumar is son of Bapu Chaman Lal whose elder son Gulshan Kumar was killed in a fake encounter by Punjab police in 1993.

In his letter while strongly shamming Amarinder Singh for his disgraceful act Praveen Kumar said that the human rights abuser KPS Gill was responsible for mass genocide of the youths of Punjab. He said that while hearing a petition seeking CBI inquiry in staged encounters in Punjab the then judge of Indian Supreme Court Justice Kuldeep Singh in 1995 declared it to be ‘worse than genocide”.

Parveen Kumar in his ‘open letter’ to Capt. Amarinder Singh said that KPS Gill was not only a “mass murderer” but also a person of questionable character as he was held guilty for sexually harassing a civil servant Rupan Deol Bajaj.

It is notable that Praveen Kumar’s brother  Gulshan Kumar was 20 years old when he was abducted from his home on June 22, 1994.

Earlier, he was arrested in 1994 by the Punjab police along with his father Chaman Lal on false charges of theft. They were subjected to torture. Later, the police released Chaman Lal but his son Gulshan Kumar was not released.

From June 22 to July 22, Chaman Lal kept visiting the police station and watched his son deteriorate; the boy was soon unable to eat solids. Then one day, a policeman sitting outside the torture centre told Chaman Lal to not enter the premises, but go look for his son at the hospital.

In a heart-wrenching statement Chaman Lal, when alive, used to say ”that he want to depose before the courts before leaving this world so that justice could be secured for his innocent son. He was very hard person and was attending every meeting in relation to victims of enforced disappearances in Punjab.”

Chaman Lal had made several requests to Indian courts to record his testimony as he was prime witness in case related to his son’s disappearance, but his pleas were not allowed by Indian courts, including the Supreme Court of India in wake of the stay order.
