New Delhi/Chandigarh: Arvind Kejirwal led Aam Aadmi Party (AAP) Delhi government’s Sentence Review Board (SRB) has rejected the case of premature release of Sikh political prisoner Prof. Devinderpal Singh Bhullar.

Speaking to the Sikh Siyasat News (SSN), Prof. Devinderpal Singh Bhullar’s counsel Advocate Jaspal Singh Manjhpur confirmed this information.

“As per brief document of Delhi government’s Sentence Review Board updated online today, it is stated that the case of premature release of Prof. Devinderpal Singh Bhullar is rejected in a meeting of the SRB”, said Advo. Manjhpur.

Case Rejected Despite Favorable Reports:

Advocate Jaspal Singh Manjhpur told Sikh Siyasat News (SSN) that the reports of Deputy Commissioner of Amritsar, Police commissioner of Amritsar, Jail Superintendent of Central Jail Amritsar were in favor of Prof. Devinderpal Singh Bhullar and even Bhagwant Mann led Aam Aadmi Party government in Punjab had recommended his case of premature release.

It is noteworthy that the Union Government of India has already given its concurrence for granting premature release to Prof. DPS Bhullar.

“The SRB of Delhi government seems to have turned blind eye on reports of relevant authorities and recommendation and concurrence of Punjab and Central government respectively” said Advo. Jaspal Singh Manjhpur.

“We have already filed a writ petition in the Punjab and Haryana High Court in which the court had directed Delhi SRB to take a decision on Prof. Bhullar’s case. After reviewing the rejection order and related documents, we shall take decision on seeking premature release order for Prof. Devinderpal Singh Bhullar from the court”, he added.

London: In a press release by the Sikh Federation UK, it is said that the organization’s Principal Adviser Dabinderjit Singh has criticized the risk of the extreme Hindutva ideology that is allegedly being exported by the current Indian government across the globe.

Dabinderjit Singh maintained that British national, Jagtar Singh Johal was abducted by Indian police in November 2017 and tortured. Within days he was shown dozens of photographs of Sikh activists.
He further said that four of those Sikh activists have been extrajudicially murdered by the Indian Government, including Hardeep Singh Nijjar in Canada and Avtar Singh Khanda in the UK.

The UK Government under Rishi Sunak is hanging out Sikhs to dry, he added.

Many Sikhs have come to the conclusion that Rishi Sunak because of his personal prejudices against Sikhs has been unashamedly allowed (by the official Opposition and many UK politicians) to not only demonise, but put British Sikh lives in danger.

In this statement (copy available with SSN) Dabinderjit Singh, said: “We believe dozens of British Sikh activists are on India’s “hit-list” and the UK government has this information as the Indian government has been asking the UK Government to silence the same individuals by arresting, imposing restrictions or extraditing them to India.”

“The UK government need to come clean and warn all British Sikhs who are at risk from the Indian government or stand accused of complicity.”

“Transnational repression by the Indian government is a step too far and governments across the globe need to take a tough stand, including the UK Government.”

Amritsar : Taking a significant step, the Dal Khalsa has shot off a missive to French President who is slated to be the chief guest of India’s 75th Republic Day celebrations on January 26, claiming that at this stage, when the Indian government’s role into transnational repression is under world scrutiny “your acceptance to be the chief guest has acutely disappointed the Sikhs worldwide,”.

In the letter sent to President of France Mr. Emmanuel Macron through French Ambassador to India, the Dal Khalsa leader said, “Now that you have decided and perhaps there is no looking back, we urge you to talk to your Indian counterpart Mr Narendra Modi during your visit to New Delhi on the subject of transnational targeted killings of Sikhs on foreign soil, implementing equal prisoners norms and laws in the country, restoring respect for human rights beside amending India’s constitution to give restless people of various nationalities the right to self-determination in accordance with UN covenants. The organisation also urged the visiting dignitary to address the unresolved identity symbol problem Sikhs have been facing in France since long.

“Sikhs are facing a live threat to their existence and identity, not only in Punjab and India but also in other countries referring to the targeted extrajudicial killings by Indian secret service agents on foreign soil, said Party’s secretary for political affairs Kanwar Pal Singh in his letter.

The letter by pro-freedom Sikh group reiterated that the people of Punjab, are in the midst of struggle to regain an independent foothold in the comity of nations.

He further wrote that “it’s important to share that while India celebrates its Republic Day, minorities especially Sikhs, who were suffering under its fascist policies, were observing January 26 as Black Republic Day”.

Referring to their groups protest March at Moga on Jan 26, he further wrote this would be a day of peaceful protests and remembrance of the Constitutional injustices and discriminations unleashed on minorities.

Your presence at India’s Republic Day celebrations is, therefore, deeply hurtful to those suppressed nationalities who continue to seek justice and recognition of their rights and freedom struggles, reads Dal Khalsa letter.

However, we still hope that France will not overlook the plight of the Sikh community -within India and globally, and it would stand up to its commitment to equality, liberty and fraternity.

The letter mentions the cold-blooded murder of Canadian Sikh activist Hardeep Singh Nijjar followed by US judiciary indicting an Indian national for plotting the assassination of US citizen Gurpatwant Singh Pannu.

As per Dal Khalsa, ever since the lid was blown off, India is in the dock. India’s inconsistent responses to these incidents has only added to our apprehensions and fears, said he.

Dal Khalsa letter has also expressed its opposition to the carte blanche endorsement of India’s attempt to be a member of the UN Security Council by the government of France. Clearly, there was a lack of comprehension of the possible damage and destruction India can cause to the rights of minorities and nationalities and South Asian peace, should this happen, said Mr Singh.

The letter informed French president that present day regime led by Narendra Modi is inspired by Nazi ideology.

London – 18 January 2024 After US President, Joe Biden turned down an invitation to Republic Day celebrations in India on 26 January following accusations of transnational repression by the Indian state it was reported that the French President, Emmanuel Macron had accepted Narendra Modi’s invitation to be the chief guest of honour.

Sikhs in France wrote to Emmanuel Macron on 19 September 2023 after Justin Trudeau made allegations in the Canadian Parliament against the Indian government for their involvement in the assassination of Canadian Sikh leader Hardeep Singh Nijjar. They have written to him again today on the basis of a detailed Memorandum sent yesterday to the EU President, Ursula von der Leyen

The Memorandum details transnational repression by the Indian government targeting Sikh activists in the Diaspora. It points out Justin Trudeau, the Canadian Prime Minister raised India’s transnational repression with Joe Biden, Emmanuel Macron and Rishi Sunak ahead of the G20 Summit in Delhi in September 2023.

Emmanuel Macron has been asked to either pull out of India’s Republic Day celebrations or raise concerns directly with Narendra Modi when he sees him. Dabinderjit Singh , the Principal Adviser of the Sikh Federation (UK) said:

“Emmanuel Macron must show solidarity with the US Administration and Canadian Government and send a strong signal to Narendra Modi that transnational repression by India is totally unacceptable and that India must come clean and co-operate with the ongoing investigations by law enforcement agencies.”

The Memorandum to the EU President refers to the US Department of Justice unsealed indictment on 29 November 2023 that mentions plans for  “two or three jobs” (assassinations of Sikh activists in the Diaspora) every month. Sikhs across Europe believe these plans could include Sikh activists in a number EU countries and not just the US, Canada and UK.

The memorandum also refers to the deteriorating human rights situation in India and India’s shift from a democracy to an autocracy.  It was sent as the European Parliament adopted a detailed resolution yesterday concerning some of the most pressing human rights concerns in India, including “acts of violence, increasing nationalistic rhetoric and divisive policies”.

The resolution condemns “hate speech (in India) that incites discrimination or violence against any religious minorities” and expresses serious concerns about unjust laws like the Citizenship Amendment Act. It also urges India “to release all political prisoners,” end blanket restrictions on internet access, and protect civil society from harmful effects of laws such as the Foreign Contribution Regulation Act and the Unlawful Activities (Prevention) Act.

The resolution urges the Indian government to facilitate the visits of UN special procedures and cooperate closely with them, most of which have to date not been allowed to visit the country for 25 years since 1999.  India has also been urged to ratify the UN Convention against Torture, the UN Convention for the Protection of All Persons from Enforced Disappearance and adhere to the Rome Statute of the International Criminal Court.

Dabinderjit Singh , added:

“Emmanuel Macron cannot ignore the resolution on human rights violations in India adopted yesterday in the European Parliament.”

“He also is aware on the eve of his visit what India’s Republic Day represents and that the Sikh leadership rejected the Indian Constitution in 1950.  Sikhs  to date have refused to sign and accept the Constitution as it fails to recognise the distinct Sikh faith, the fifth largest in the world.  The BJP government agenda building on an unacceptable Constitution is going to extreme lengths to try and assimilate Sikhs.”

MEMORANDUM FROM SIKHS ACROSS THE EU
President of the European Commission

Ursula von der Leyen
Rue de la Loi 200
Wetstraat 200 1040
Brussels
Belgium

17 January 2024

Dear Ursula von der Leyen

Transnational repression by the Indian government targeting Sikh activists in the Diaspora and Emmanuel Macron’s visit to India to celebrate India’s Republic Day

Sikhs across the EU are deeply concerned with news that has emerged in recent months from the US, Canada and UK of transnational repression and interference by the Indian government to target and silence Sikh activists. The activists are highlighting widespread abuse of human rights in India and campaigning for the re-establishment of a Sikh homeland that existed for 50 years before the Anglo-Sikh Wars and annexation of the Sikh Kingdom by Britain in 1849.

Governments now know this transnational repression has involved assassinations, attempted assassinations, sharing of hit lists of Sikh activists living in the Diaspora by India’s National Investigation Agency (NIA) on Indian television and targeting in India the families and homes of Sikh activists living in the Diaspora, including Sikhs in the EU.

It was reported that Justin Trudeau, the Canadian Prime Minister raised this very serious matter of transnational repression with Joe Biden, Emmanuel Macron and Rishi Sunak ahead of the G20 Summit in Delhi in September 2023. Both Justin Trudeau and Joe Biden have confirmed they raised in “no uncertain terms” with Narendra Modi at the G20 Summit their grave concerns about the actions of the Indian government on their soil.

Justin Trudeau’s explosive statement in the Canadian Parliament a few days later on 18 September 2023 on Indian government involvement in the assassination of Sikh leader, Hardeep Singh Nijjar on Canadian soil three months earlier on 18 June 2023 has highlighted the Indian authorities are worryingly challenging the rule of law and sovereignty of other nations.

The Indian government has however refused to co-operate with the Canadian investigation since mid-August when Canada’s national security and intelligence adviser Jody Thomas first went to Delhi and provided evidence and discussed their findings with her counterpart, Ajit Doval. She made another visit prior to and during the G20 Summit in Delhi but her counterpart refused to co-operate.

The Indian government despite calls my many nations rather than co-operate has admitted they were annoyed and upset with the Canadian government for making the matter public and they reacted by taking away diplomatic immunity and forcing more than 40 Canadian diplomats to leave India that is in breach of the Vienna Convention.

On 22 November it was reported in the Financial Times an assassination plot by the Indian authorities was thwarted in the US on another Sikh activist. This was confirmed later the same day by a White House spokesperson for the National Security Council.

On 29 November the US Department of Justice decided to unseal an explosive 15-page indictment. The US Department of Justice in a press release stated a senior Indian government intelligence officer based in India was directing assassinations of a number of Sikh activists in Canada and the US and there were many more targets.

The unsealed indictment mentions plans for “two or three jobs” (assassinations of Sikh activists in the Diaspora) every month. We believe these plans could include Sikh activists in the EU in countries like Austria, Belgium, France, Germany, Greece, Italy, Netherlands, Portugal and Spain.

The indictment confirmed the Indian government intelligence officer based in India shared within hours of the assassination of Hardeep Singh Nijjar a video showing his bloody body slumped in his vehicle. Although the indictment and evidence held by law enforcement agencies in the US vindicates the allegations made by the Canadian government the Indian government is still refusing to co-operate. The Globe and Mail has reported arrests are expected in the coming weeks in the assassination of Hardeep Singh Nijjar and the indictment is expected to expose the Indian government’s direct involvement.

It has also emerged Joe Biden directed William J.Burns, the C.I.A. director, to visit India in August to discuss the suspected assassination plot and press the Indian government to hold those involved responsible. Joe Biden raised the New York plot directly with Narendra Modi when they met at the G20 Summit on 14 September.

The Sikh Federation (UK) has submitted a complaint to the UN special procedures with respect to the extrajudicial killing of Hardeep Singh Nijjar in Canada and met UN staff to discuss several other similar cases in the UK, Pakistan and the US. A complaint has also been submitted to special procedures with respect to the mysterious death of Avtar Singh Khanda in the UK on 15 June 2023. There have been numerous media reports in recent months of a cover-up in the UK, the failings of the West Midlands Police to properly investigate the matter and the Senior Coroner’s failure to carry out an autopsy.

A report published in London for The Print, an Indian online newspaper has disclosed an Indian RAW intelligence officer, understood to be a former Indian police officer was expelled from the UK in the Summer at the request of British intelligence. This came before Justin Trudeau made allegations in the Canadian Parliament on 18 September and expelled the head of RAW in Canada and many believe it may be linked to the death of Avtar Singh Khanda.

We are deeply worried with not only transnational repression but India’s shift from a democracy to an autocracy. The global rise of the extreme right wing Hindutva ideology of the Indian government and move to a Hindu Rashtra with escalating violence and discrimination across the country against religious minorities, women and Dalits has reached alarming levels. The weak or non-existent response from the Indian government over the last decade against the perpetrators has created an atmosphere of widespread impunity and evidence of regime complicity.

The independence of key institutions like the judiciary, media and progressive civil society associations has been increasingly undermined. The relentless attacks using state machinery and a captive media against critical voices, whether in opposition parties or in civil society including journalists, lawyers and activists has not gone unnoticed, despite the massive lobbying machine of the Hindutva regime.

The draconian response to the BBC documentary – India: The Modi question is a case in point. The closure in India of Amnesty International and Oxfam and the attack on Greenpeace on what appear to be political grounds has caused shock waves internationally. Trust in the regulatory institutions governing the market and the economy has also been shaken after the Adani scandal.

India has slipped precipitously on every index of democracy and freedoms. There is no month without reports (including op-eds in the most prestigious newspapers in the US, UK and France) triggering alarm over India’s rapid democratic backsliding. Governments across the globe are increasingly worried the democratic credentials of India have been systematically destroyed leading to genuine fears about the security and stability of India as it approaches the 2024 elections.

Given the transnational repression by the Indian government and the deteriorating human rights situation in India Joe Biden declined an invitation to India’s Republic Day celebrations on 26 January 2024 ahead of elections in India. We were therefore shocked Emmanuel Macron who has been personally briefed by Justin Trudeau on this matter has agreed to attend the celebrations as special guest of honour. This move undermines the tough stand the EU takes on such matters and the relationship with the US, Canada and other allies in the Five Eyes nations.

India’s Republic Day marks the adoption of the Indian Constitution on 26 January 1950. When Britain created India and Pakistan in 1947, Clement Attlee the British PM offered Sikhs as separate homeland given the annexation of the Sikh Kingdom almost 100 years earlier in 1849 and Anglo-Sikh Treaties.

The Sikh leadership however at that time were made solemn promises and tricked by Mahatma Gandhi and Jawaharlal Nehru (India’s first PM) on autonomy for the Sikh people and their homeland if they stuck with India. The Sikh homeland was divided by Britain between India and Pakistan during the disastrous Partition that led to over a million deaths and up to 20 million being displaced.

Emmanuel Macron and other world leaders must be aware Sikhs rejected the Indian Constitution in 1950 and have to date refused to sign and accept the Constitution as it fails to recognise the Sikh faith (the fifth largest faith of the world). Those responsible for creating the constitution unbelievably used it to try and assimilate Sikhs by describing them as Hindus.

We would be grateful if you could share our concerns with Emmanuel Macron ahead of his visit to India and ask him to reconsider attending Republic Day celebrations. If he does attend Sikhs across Europe, especially those in France expect him to show the strength and courage to raise transnational repression by the Indian government targeting Sikhs in the Diaspora as well as the deteriorating human rights situation in India that is very well documented by independent human rights organisations.

A delegation of Sikhs across the EU is keen to meet with you and your staff in the next few weeks to discuss our concerns, actions taken by the EU on the matters raised and what the EU can do to defend human rights in India and promote the universal ideals of liberty, equality and fraternity. Please suggest some dates and times for a meeting so we can arrange the Sikh delegation that will meet you.

New York: In a recent statement the American Gurdwara Parbandhak Committee has criticized the Indian Government and the Hindu American Foundation for their alleged propaganda campaign targeting the American Sikh community.

“The AGPC vehemently denounces the systematic and malicious attempts by the Indian government, its state-controlled media, and proxies such as the Hindu American Foundation to malign Sikh activists with baseless allegations regarding recent acts of vandalism at Hindu temples and other incidents globally”, reads a statement by AGPC.

“This insidious campaign, steeped in misinformation, is a blatant effort to disrupt the fabric of American society and fracture the unity within our diverse communities”, reads the statement.

“We highlight the dangerous implications of such unfounded accusations, which not only harm Sikh-Hindu relations but also threaten the principles upon which our nation is built. The trend of these allegations, coupled with the suspicious lack of evidence such as CCTV footage, is alarming. Australia’s Queensland State Police released documents suggesting possible Hindu involvement in similar vandalism cases. In light of the upcoming Khalistan referendum in San Francisco, it is imperative for the Sikh community and all Americans to recognize and counter these divisive tactics”, said Dr. Pritpal Singh.

“We must stand united against such attempts to erode our societal harmony and mutual respect. The AGPC is resolute in its commitment to fostering understanding, upholding justice, and protecting the rights of all individuals to express their views peacefully. We call upon law enforcement agencies, community leaders, and all faith groups to join us in this endeavor, ensuring that truth prevails over falsehood, and unity over division. We urge anyone with information on these incidents to fulfill their civic duty by contacting the FBI at 1-800 CALL FBI. It is through our collective vigilance and action that we can safeguard our cherished values and maintain the integrity of our diverse and vibrant society”, the statement reads further.

Amritsar: Sikh group Dal Khalsa alongside Shiromani Akali Dal Amritsar announces the holding of a protest against India’s intelligence and security agencies, with the tactical approval from political leadership indulging in transnational repression, misusing provisions of draconian laws like UAPA by proscribing organisations and individuals as terrorist and unlawful, invoking NSA to curb Sikh activism beside keeping Sikh political detainees incarcerated beyond their jail term”.

Addressing the press conference here today, Akali leader MP Simranjit Singh Mann and Dal Khalsa spokesperson Kanwar Pal Singh said both the organisations will hold demonstration at Moga on Jan 26- the day Indians will celebrate their Republic Day.

The main thrust of the protest will be impunity and unbridled powers given to security establishment to kill anyone, anytime at anyplace by amending Constitution and laws. He referred to the elimination of Sarbat Khalsa appointed former acting Jathedar Gurdev Singh Kaonke extrajudicially by police personal led by then DGP Gill, and who have gone a scot free thanks to the impunity being enjoyed by forces in this country.

They said “Since the adoption of the Indian Constitution on January 26, 1950, our quami identity has been compromised, political aspirations crushed, economic potential undermined and human rights abused. Punjab doesn’t have ownership rights of its capital and waters.” And all this is being done by using or misusing and sometimes not using provisions of the Constitution by powers that rules the country, they added.

Mr. Mann said Narendra Modi government was playing dubious and double games with Sikhs on Bandi Singh’s issue. The Deep State doesn’t want to set them free as a section of bureaucracy, police and security agencies were nurturing hatred and vengeance against them. Notwithstanding the Govt’s approach towards them, we consider them as prisoners of conscience.

Dal Khalsa leaders Kanwar Pal Singh and Paramjit Singh Mand condemned India for banning Hurriyat, accusing the present political leadership as hawkish and brutal.

Rejecting all the arguments and allegations given by the Narendra Modi led Government for banning the Hurriyat Conference, the leaders said that Tehreek-e-Hurriyat ( TeH) led by late Syed Ali Shah Geelani was a common political platform of all the organizations fighting for the cause of Kashmir’s freedom.

The leaders claimed that Hurriyat never participated in violent activities nor they encouraged violence as a means to achieve the mission.

Kanwar Pal Singh took strong notice of the government of India’s deliberate attempt to paint the Sikh freedom movement with negative brush by clubbing militants with gangsters.

Referring to recent examples, he said that the likes of Lakhbir Singh Landa and Goldi Brar who have picked up arms to mint money or seek popularity have been placed in the same category as that of likes Bhai Wadhwa Singh Babbar and other Sikh freedom fighters, who have chosen the militant path for the sake of religion and a just cause.

This is a subtle way to defame the Sikh militant movement for independence, he said and added that the Sikhs need to counter Govt’s falsehood narrative at all levels. And we will protest against all these Constitutional wrongs, discriminations and injustices on Jan 26, said he.

Chandigarh- Striking an emotive chord, the Dal Khalsa said nearly 5% of Gaza’s population is now dead, wounded or missing. A genocide against Palestinians is being committed right before our eyes and the world is silent. UN Secretary General Mr. Antonio has stated that four out of five of the hungriest people anywhere in the world are in Gaza.

We wonder whether this isn’t enough for the world powers and international community to break their conspicuous silence and effectively intervene to end the hostilities in Gaza, asked the Dal Khalsa in a statement issued to the media on Saturday.

The Sikh organisation further prayed and hoped that the pain, miseries and deaths of Palestinians must end with the end of this current year (Dec 31).

In addition, the Dal Khalsa hailed the South Africa for daring to approach the International Court of Justice under the Genocide Convention with respect to Israel bombardment on the Gaza Strip.

The Israel-Palestine conflict is lingering since decades and the Palestinians are dying every day and facing untold misery and yet the governments in US and other powerful countries are not serious to find out resolution to the conflict, said Kanwar Pal Singh, party’s secretary for political affairs.

The people around the world are on streets to protest against the killings of around 22, 000 civilians, 9, 000 children, 130 UN aid workers, and 100 journalists in Gaza since this October but ironically Israel isn’t listening to saner voices, said he.

He said instead of taking initiative to bring lasting peace between Palestine and Israel, the US has unfortunately tilted towards the later. It’s a time for the world “policeman” to do introspection and play a balanced role.

Referring to US statement strongly condemning the Russian missile attack on Ukrainian people on Friday Dec 29 killing dozens of innocent people and injuring hundreds, the Dal Khalsa leader said if the US believes in international laws, laws of war and humanitarian laws, it should oppose it where ever these laws are violated and infringed unbiasedly.

We urge Five Eyes countries to base their political decisions not just on security issues or geopolitical interests but on human rights and values, said he. The suspension of hostilities now and resolution to Israel-Palestine conflict is the only way out for permanent peace in the region, said Mr Singh.
